Bosnia and Herzegovina: Republic of Srpska grants concession for Nova solar power plant

The Ministry of Energy and Mining of the Republic of Srpska has signed a concession agreement with local company Helios PV for the construction and operation of the Nova solar power plant, to be located in the Trebinje area.

The planned solar facility will have an installed capacity of 12.249 megawatts (MW) and is expected to generate approximately 17.7 gigawatt-hours (GWh) of electricity annually. Construction is slated for completion within the next two years.

The concession has been awarded for a 27-year period, with a total investment estimated at around €7 million. Prior to the signing, Helios PV paid a one-time fee of approximately €210,000 to the state budget. Once operational, the plant will be subject to a production fee of €0.0027 per kilowatt-hour (kWh) of electricity generated, 95% of which will go to the city budget of Trebinje.

The company is obligated to sell the electricity produced on the open market.

Energy Minister Petar Djokic emphasized that the Nova project will support continued growth in the Republic of Srpska’s energy sector. He also dismissed claims of stagnation or isolation in regional investment activities, asserting that development is proceeding despite various challenges.
