The US Department of the Treasury’s Office of Foreign Assets Control has issued a new license allowing transactions related to the sale of Lukoil’s international assets to continue until 13 December. In addition, four Lukoil subsidiaries operating in Bulgaria have received authorization to maintain their activities until 29 April 2026.
The same 13 December deadline applies to transactions involving the sale, servicing and operation of Lukoil’s overseas fuel stations. The extended Bulgarian authorization covers Lukoil Neftohim Burgas, Lukoil Bulgaria, Lukoil Aviation Bulgaria and Lukoil Bulgaria Bunker, as well as any companies in which these entities hold stakes of 50 percent or more.
The new license also includes certain operations involving Rosneft related to the Karachaganak oil field project in Kazakhstan. Previously, Washington had granted similar permissions only to the Caspian Pipeline Consortium and Tengizchevroil for dealings with Lukoil and Rosneft.
Lukoil has stated that it is negotiating with several potential buyers regarding the sale of its international portfolio. The company said it will make a formal announcement once final agreements are reached and regulatory approvals are obtained. It also stressed that it is taking measures to ensure uninterrupted operations during the divestment process in order to protect energy supply stability and safeguard its workforce.
