Romania: Chimcomplex resumes search for contractor for 108+89 MW CHP plant in Govora

Romania’s largest chemical group, Chimcomplex, has reinitiated its search for a contractor to develop its planned 108 + 89 MW combined heat and power (CHP) plant in Govora. The facility is intended to generate electricity for Chimcomplex’s industrial site in Ramnicu Valcea and provide heating to the local municipality.

The CHP plant is designed to operate on a mix of natural gas and hydrogen, aligning with Romania’s broader goals for energy transition. Partial funding for the project will come from the National Resilience and Recovery Plan (PNRR), and the plant is expected to be completed by mid-2026. The estimated project cost is approximately 55 million euros.

Earlier this year, Chimcomplex launched a tender for the contractor selection in March, but the process did not attract any bidders. At the time, the project’s cost was set at 103 million euros, including a 10 million euro contingency allocation for unforeseen expenses.

In August 2023, Chimcomplex signed a financing contract with the Ministry of Energy for the realization of this CHP plant. The total value of the project was initially estimated at 138 million euros, of which 81 million euros is eligible for financing under the PNRR.

Chimcomplex is now working to move the project forward and secure a contractor to ensure its timely completion. The new plant will play a key role in meeting the energy needs of both Chimcomplex’s operations and the local community, contributing to Romania’s energy diversification and sustainability efforts.
