Albania: Costs for HPP Skavica project

Feasibility study developed for the hydropower plant Skavica project proposes two scenarios for this 210 MW facility, Albanian Minister of Infrastructure and Energy Belinda Balluku said. One project would cost 308 million euros and the other 510 million euros.

Minister Balluku said that the feasibility study was developed with the help of the European Union and the European Bank for Reconstruction and Development (EBRD). The completion of this project, planned since the 1960s, will complete the cascade system on the Drin river.

Projected annual electricity generation of HPP Skavica is 915 GWh, but it would also increase the electricity production potential of downstream HPPs – Fierza and Koman by a total of 80 GWh per year.

According to Minister Balluku, the tender for the construction of the plant should be launched in October and the construction itself should start in 2021. The plant should be built in four years. In both proposed scenario the construction of the plant itself would cost around 350 million euros, but the more expensive scenario also envisages the investment of additional 150 million euros for land expropriation and infrastructure in the area.

Last month, Albanian Prime Minister Edi Rama said that the Government plans to finance the construction of 210 MW HPP Skavica.

In 2015, the Government failed to award concession for the construction and operation of the HPP despite the interest of two Turkish companies, who later withdrew from the project.
