Montenegro energy market opening, adjustments with EU framework, status update

Key EU energy adjustment process in which Montenegro as member of Energy community participates is yet to be completed. Optimistic deadlines for regional market in the SEE will be postponed as most of the members did not comply fully with recommendations regarding the harmonization with energy market framework. The question fo internal energy market framework, actors positioning and overall market competitiveness increase are yet to be accomplished in case of Montenegro. CAO office, Energy Community Coordination Action Office for electricity trading, establishment in Montenegro might influence the speed of reform process not only in Montenegro but also in the region of west Balkans.

Despite recent legislative developments, Montenegro will have to undertake additional efforts to align with the energy acquis and to implement it effectively in the medium term, with special reference to genuine opening of the electricity market, security of oil stocks, meeting targets for improving energy efficiency and use of renewables, these are the main conclusions of EU on Montengro energy sector reform process.
