Flue Gas Desulphurization Construction Project for Ugljevik Thermal Power Plant, project description

FGD facility project in Bosnian Ugljevik power plant is expected to improve the environmental protection in surrounding areas and in the same time extend the operational work of Ugljevik TPP. The project will be financed by Japanese ODA loan and its expected to attract not only Japanese FGD companies but also big European companies.

Ugljevik Thermal Power Plant (TPP) located at Ugljevik, Republic of Srpska, Bosnia and Herzegovina, with nominal output of around 300Mw with average annual production of about 1300GWh has about 8% of the electricity capacity of power generation in Bosnia and Herzegovina and 23% of the Republic of Srpska (RS) and is therefore an important supplier of energy in the Region. Preparation for reconstruction of the Boiler plant are in progress after which annual production would increase to approximately 1500GWh. Currently however Ugljevik emits up to 25, 000 mg/m3 N of SO2 which is 60 times more than the indicative amount in European Union (EU) regulations.

The environmental law in RS requires that thermal power stations should obtain “Ecological Permission” from the Ministry of Urban Planning, Civil Engineering and Ecology of the Republic of Srpska whose function is environmental protection. Ugljevik TPP has such permission valid until August 2014 and has prepared an environmental action plan to construct the Flue Gas Desulphurization (FGD) and reduce air pollutants (SO2 and dust) by 98.4% from its present levels which Ministry has approved. Ugljevik TPP has until August 2014 to realize the plan in order to obtain the “Ecological Permission”. If the plan is not realized by this deadline, the Plant may have to be closed.

JICA has agreed to finance the supply, installation and commissioning of the FGD Installation in Ugljevik therefore to give a contribution to the improvement of the environment in Bosnia and Herzegovina in a line with EU pollution regulation.
