Romania: Hidroelectrica launches €49.5 million tender for Nehoiasu II hydropower plant expansion

Hidroelectrica has announced a public tender valued at approximately 49.5 million euros for the supply and installation of mechanical and electrical equipment at the Nehoiasu II hydropower plant. The project focuses on expanding the 110 kV transformer station.

The contract includes a range of activities such as turbine works, preparation of technical documentation, equipment manufacturing or procurement, testing, packaging, transport, delivery, installation, on-site verification, commissioning, and staff training. The project is structured as a turnkey contract, integrating the design, assembly, and commissioning of both mechanical and electrical systems at the plant.

The works will be carried out within the Surduc-Siriu hydropower development, which spans Buzau, Vrancea, and Covasna counties. This development utilizes the Buzau River as well as the Basca Mare and Basca Mica rivers. The contract is expected to last 44 months and will be fully financed from Hidroelectrica’s own resources. The award will be based on the best quality-price ratio.

Bidders must demonstrate strong financial capacity, including an average turnover of at least 25 million euros for the past three financial years (2022-2024) and a general liquidity ratio of at least 1 for 2024. For consortium bids, each member must meet the liquidity requirement individually. Experience is also essential; bidders must have completed hydroelectric projects of similar scope over the past 15 years, with a total value of at least 25 million euros, excluding VAT.

The deadline for bid submissions is 13 October 2025.
